About Ken
For the past 7 ½ years, Ken has had the honor and privilege of serving the residents of Howard County — four of those years on the County Council, and the past 3 ½ as County Executive. Ken’s priority has always been the same, make government work for the citizens of Howard County. As County Executive, Ken’s primary goals have been to maintain high quality public schools, keep our neighborhoods safe, and strengthen the local economy. I am very proud of the progress we continue to make as a County.
During Ken’s first term tough choices were made during difficult economic times to balance the budget without increasing taxes, while still maintaining a strong commitment to education and public safety. As a result, Howard County public schools remain top in the state and more than 50 officers have been added to our police force.
Sound fiscal management practices and innovative solutions implemented by the Ulman administration have helped save tax-payers millions of dollars while strengthening our quality of life. Howard County has the lowest unemployment rate in the state and remains one of the few jurisdictions in the country with a triple-A bond rating. In the past 3 ½ years, thousands of open space for future generations have been preserved, new parks and community centers have been constructed, and the landmark, cost-saving recycling bin program has been established. Ken increased support for nonprofit partners by 65% to assist our neighbors in need.
Ken is committed to keeping Howard County on top and will continue to provide the leadership and vision to preserve Howard County’s unsurpassed quality of life, while preparing for the challenges of the future.
